I've always thought of using a scrolling marquee sign that had programmable messages with the text backwards so the driver ahead could read it day or night located in the same place as the decal. It would need to be yellow text or a color not red or blue.
The biggest issue with highways is congestion. If you could redesign highways and the paths they take, route highways outside of big cities and have a web of belt routes through the city. This would reduce the amount of trucks on intercity highways and increase the speed limit outside the city.

Detroit owes so many creditors, now it is literally under water.
In Hermosa Beach California, it is illegal to spill salt on the roads. It may never be an issue but, if they ever experienced a polar freeze, they would not be allowed to put salt on the roads to help with icy conditions.
