I daily drive a dually. Dealing with wander-lane morons is a constant headache, because if they're on the line they're inches from my vehicle. You are right, that buffer zone is ESSENTIAL from preventing their ultimate death-by-9000lb-truck.

By reducing the lane width in urban areas from 12 to 10 feet, drivers will slow down because of the perceived lack of space.

This! I am assuming someone used a 'lost or stolen' title process to receive another title, and then sold it. How could you reasonably assume a car you were buying was stolen when it has a proper title and the names match the guy selling it to you!
