@iComment10: Actually, countless studies have demonstrated that the the severity of the punishment has absolutely no impact on the perpetration of a crime. In fact, states with capital punishment tend to have higher crime rates...

@mikeness: In many European countries (Germany, France, Finland, Sweden, etc) access to information and the internet are considered rights. It might even have something to do with their Human Development Index being significantly higher than the US.
