This isn’t alarming news at all. The eight they launched last year were out of a total 14 planned launches. In 2014 they planned 16. Here is a chart showing this. Planned are in blue, launches are in orange. I predict 2016 won’t be any different.
Russia’s nuclear forces are the single most important part of their military, and will always get full funding. A good example of something flashy is the Admiral Kuznetsov. It's the Flagship, but they don't put much money into it at all.
Thats the point. You only need a handful to accomplish your goals. Each missile can carry many warheads for many different cities. Show up with a handful of missiles and you have annihilated most of your enemies.
