I am 100% certain that it applies in Massachusetts. We had a RAV4 in our body shop that was involved in an accident and the owner was cited for unsecured cargo. A goddamned hammer flew from the back and smashed the windshield from the inside.
I believe it has to do with secured cargo. Anything stacked above the seats can potentially become a dangerous projectile in the event of an accident. Actually, so can any unsecured cargo. Usually, if it’s a big square box that wouldn’t fit anyway, they wouldn’t care (not like they do anyway).

Most makes have a long box that is 8', a short box that is 6.5' and a stubby bed that is generally on the double cabs that is 5.5' or so. The short bed is really a medium bed. I’m fairly sure that’s what Ram and Ford have. The Titan in this article appears to have a 5.5 or so box.

Lighter, faster, more maneuverable, fits in a normal parking space, better MPG, looks better, and has a longer bed than the super stubby bed on a crew cab.
