I think James Frain shot Velcoro. I think he was just there to take the videotape and disguised himself so Velcoro wouldn't recognize him. He would have a motive to keep Velcoro alive because he knows he's useful to the Vinci crooks. I don't think Frain is THE Birdman who killed Caspere, though.

I would say that even in terms of the plot the stakes weren't high enough because we were given too many reasons to think the whole thing was a set-up. You knew something bad was going to go down — you weren't on the edge of your seat hoping a lead would pan out.

I just watched a couple of clips from Season 1 again. It's not easy to make broad daylight look sinister, menacing, slightly hallucinogenic without any visible tricks, but Fukunaga achieved that over and over again. Season 2 is struggling to make things seem surreal even with all these nighttime, hellish city scenes.
