Bungie has said repeatedly that neither console is powerful enough to run the game at 60 fps, AND 4k, which is their priority.

From what I’ve read, both consoles are locked at 30 frames per second so they’ll be consistent even in 4k. Nothing to do with corporate boogeyman bs.
