The TN one bans any photographs or videorecording in the polling place, which seems to be an overreach — what if you wanted to record evidence of polling place mismanagement, or voters being illegally turned away? I don't see this law being upheld

Yes, and the supreme court agreed that you could take other factors into account when redistricting, such as not spitting counties, not putting two incumbents into one district, etc. as long as the rules are consistent within the state. They still need to have the same population per district, though.

But isn't redistricting supposed to roughly equalize the number of votes per seat? That's the whole reason for redistricting. If there is disparity, it's due to uneven population growth/decline after the census/reapportionment. When the districts are drawn, they need to be equal in population (http://redistricting.lls.

Tangential good news, in '89 they switched to a plastic that becomes brittle and fragile if exposed to the sun for a few days, so that's not really an issue anymore! :) I still cut mine up though out of habit.
