Silent clocks don't always mean a death though: I think the ending of S5 and S8 both had silent clocks and Jack didn't die; they're generally used for BIG dramatic moments. Obviously though on this show, a lot of "BIG" Moments are character dying, but not always.

Bill Buchanan had a pre-commerical break (so mid episode) silent clock in S7 I think.

The proof of a great 24 episode is how drunk the show's drinking game makes you during it. And this episode had about half a dozen "tac teams" to start, then 'protocols", "dammit"s , Jack's enhanced interrogation techniques… hard to imagine anyone staying sober through even the first 15 minutes!
