I’ve always seen the lack of diversity on the show as an implicit criticism of silicon valley culture. I think having a diverse cast despite the whiteness of the real silicon valley would serve to protect the very people they’re trying to mock.
If a woman was wearing this tee, I would definitely read it with the implication/connotation that this is about empowering yourself to speak directly.

I read it that way at first, because I assumed it was a tee for a woman. But then I noticed it’s a guy wearing it in the pic, which made me more uneasy.
I think having it on a woman instead of a man would have given it more that feeling. You can read it that way. A better shirt would say: “You are a rapist if you aren’t sure you have your partner’s consent.” Because the subtext of this shirt is that women are responsible for stopping rape. We’re still in a rape culture if we have to remind women that they “allowed” to say no.
My guess is that’s what the designer was thinking but the fact that it can be taken in a completely other way (scolding women for being a tease) is problematic.
