She essentially personifies the ‘town of widows fights to make it on their own’ aspect that everyone in the comments thought they were getting from this series. But I didn’t really get her interactions with Whitey. Why does she seem so maternal specifically to him?

Definitely this. I don’t remember crying per se, but it’s gotta be in everybody’s top 10 emotional moments in film. For me, it’s the music (which stays as a theme throughout the film) that puts it over the top.
