One could argue that cities powered by nuclear power plants are coupled to a reactor that’s dozens of miles away, and you don’t have to go to the reactor to kill power to the city when you can go to the substation instead.

No, he just walked to the main controls for the tractor beam. Something like that doesn’t need to be at the core, and considering the purpose of a tractor beam, keeping it near the surface would make more sense. Keeping the detention block near the surface (and near the docking bay they ended up in) could make sense…

Also his Robin ... who still gets a pay check for the first two Batman movies despite his scenes being cut by the studio.
