Full game will completely free. In-app purchases will possibly include special gear and gym customization banners that appear on your scanner(gameplay map on your phone). Nintendo could rake in some dough if they sell customization items for each pokemon or skill unlocks.

I hope they offer customization rewards for achievements or attended events. Like Ingress storyline character badges.
