Yes, and private charity provides those services with less overhead and in a more efficient manner because those charities risk going under if they spend their funds poorly. Instead we have massive amounts of waste and no oversight when the government provides them.

When was the last time there has been a large reduction in both socioeconomic programs and a significant lowering of individual and corporate taxes enough to free up money for charities? There hasn't been.

But your big government/tax and spend policy is not the best or most efficient way to combat those social ills. Private enterprise/charity is. Your way stagnates us. Humans are very entrepreneurial and advances are made best in an environment that does not stifle that creativity.
