When I was a kid in the early 90s Operational F4s from Germany flew to Milwaukee for the Air Show. They were all black and sinister looking.

My guess is.. The base is used by AF Special Ops.. So I am sure the bikes are for the Air Force Pararescue and / or Combat Controllers. Pretty badass jobs need badass bikes.
