London is another good candidate with car chases from dozens of movies like this one from "Robbery" (1967). Steve McQueen wanted the director of the movie (Peter Yates) to direct Bullitt.

Speaking of Nice and Monaco, this one is a car race and not a car chase from the 1st episode of the British series The Persuaders when Danny Wilde (Tony Curtis) and Brett Sinclair(Roger Moore) race to Monte-Carlo.
I agree about the Blues Brothers, however parts of the car chase with the Bluesmobiles backflip was shot in Milwaukee.

That's reminds me, Hyundai and Kia gained lots of popularity here in the Great White North. The old Pony, Excel and Stellar are distant memories and they gained some former Toyota and Honda customers.
