No, it was the 1st one. The 2nd-gen arrived in 1994. The main difference was the addition of a front grille.
VW tried also with the bigger Passat back in 1990. 2 decades later, it pays off finally with Motor Trend COTY. Here a vintage French-Canadian ad of the 1st-gen Passat circa 1990-91 broadcasted in Quebec.
