No, that's a fair read from his perspective. But, Simmons was traumatised by that event, too. She is clearly a changed person as well.

I think they're tracking Ward. I think he thinks both Wards are asshats and he's going to use Ward to find Skye's father, because he believes one thing that Ward says, and it's that he's off his rocker for Skye. Remember how they tagged Raina the previous week?
It's very clear from CATWS that Nick Fury answered to a shadow group made up of world government leaders. That was obviously the agreement regarding accountability. SHIELD could go anywhere in the world before CATWS.
