That HYDRA doesn't know how it happened IS another mystery. Which makes me think they weren't sure that Coulson could be revived, they experimented on him, but he WAS, and now they can't recreate it.

Garrett obviously has his own agenda. He told Coulson he doesn't even like HYDRA.
Yeah, but I think it's because he felt the reasons were good and felt comfortable not being the one making the calls, which was why he was a company man. But now, he can't be.
The point of a Manchurian Candidate is that they are groomed without their knowledge. Garrett knew Ward from a very early age, and could've groomed him from that point, similar to Fury/Tasha.
