Because most of those threats are completely baseless: People are hiding behind their screenname and what they think is an anonymous IP address. They’re willing to think up the most horrific thing they can think of, and that’s what they type.
This was pretty well explained to us during high school, specifically our senior year. They brought people in, and had sign up in our auditorium. (This was early 2000's).
All they need are scritches. Those are the overlords I could live under.
