It's basically just the game rating how well you play. If you use boosting tactics to get high levels without winning games or helping teammates the game gives you a bad skill level (negative). If you play objectives, give teammates ammo, revive dead squad members, etc. it will give you a positive skill level.

These guys and nemesis boosters make me laugh because they turn up with 100 service stars and a skill level of -134.

Seems to me it would be a little more fair if the specialist started with zero perks then gained one perk at one kill one perk at three kills and two at five kills...

-Maybe if we just glaze over the fact that we are allowing one person to have every perk ever nobody will realize how overpowered it is. Just nobody say anything like "you become super-powered".
