If you're using the T955w, the problem is that you don't have wires running to a central part of the apartment. If your receiver is right at the unit, odds are you aren't going to be able to use one. If the puck is in the hallway, you can use a smart t-stat.

Depends on how the PTAC is controlled. Some are wired to traditional t-stats, some have built in or remote control style t-stats. If it it wired into a wall mounted t-stat with a red wire and 4 or so other wires, it’ll work.

As an FYI Carrier’s new thermostat, the Cor, is made by Ecobee. Carrier’s getting off the Infinity t-stats and moving to the Cor over the next few years.

Depending on your jurisdiction, that job probably requires a permit and inspection from the city/county/parish/etc. Technically, you could be fined by the county if it ever comes up.
