Exactly they aren’t arbitrary, a fight is a fight. Someone is coming after you while a fight is occuring...you swing. There intention is assumed based on the rest of the actions around you, whether you are actively involved or not. If you wait to get hit first, then you are you’re own problem.

It doesn’t defeat the purpose, it forces drivers to get more creative. Right now everyone uses it in the same spots, if they are allowed not to, then other drivers will push the limits and passing will still exist albeit in more interesting ways and different sections of the track.
That is the sad truth isn’t it? They need more freedom in my opinion.
Loosen the reigns a little bit and I don’t think there would be serious consequences. I think mistakes would be made, but I think it would make for much more exciting racing and self policing of the drivers. They want to stay alive and finish just as much as any governing body wants them too..if not more.
The sport in general is dangerous, why do we need to baby the drivers and tell them when they can and cannot use certain systems? Let them drive and keep their fate in their own hands.
We are asking for excitement, not balancing a checkbook here.
But if they want exciting racing, why not make it exciting by giving the drivers TRUE full control over the car? Drivers will push the limits, make mistakes, make things exciting again. It might even shake up the leaderboards a little bit. Maybe that last point is why they don’t do it...looking at you Ferrari
