I’m almost certain that they don’t actually decrease your odds, I think what actually happens is that they have little or no impact on the actual capture odds, but do increase the displayed capture odds (which from reverse engineering I am certain do not match the actual ones).

You know, considering Snake had like...nine spoken lines throughout the entirety of MGS V, you’d think someone with some cash would just pay David Hayter through Cameo to have him speak them and bundle it into a Mod Pack for the game by now.  

Not to mention - the Google Play store is not the only game in town.  Their platform is open enough, there are other app stores they allow onto the devices (a distant second is the Amazon app store).
