I agree. She called the police because she was trying to prevent crime. That’s called being a Good Samaritan, not being a a “nosy woman”.

What the woman saw would appear to any reasonable person to be a burglary in process. It was an unusual situation, though, and she was mistaken. If your car was being stolen, I’m sure that you would hope someone called it in.
