Legal question -- does that prevent the local DA from charging him with “attempted murder”?  IOW, it clearly wasn’t intentional, wasn’t premeditated, and not even thought out....does that allow the DA to either drop the charges or dial them back, perhaps with a punishment that instead requires a treatment plan?
