I’d argue that even the battle pass rewards are measly compared to what people get in the store for insane amount of money. You unlock gray in the premium battle pass like 3 times, with the level 99 reward being different gray with tiny blue lights.

It’s such a bizarre way to go about it... No one wants to jump into a loot driven game at endgame and even if someone does jump in at that point they never stick at it.

All the “loot” in Halo is cosmetic... Destiny’s loot on the other hand affects gameplay, and they have free events year round like iron banner, the dawning, festival of the lost, guardian games. Halo infinite’s rewards for the free battle pass are absolutely terrible, so you have to pay up to get anything worthwhile.
