NO... Efficiency is how much % of the energy that GETS IN is transformed into Electricity.

If you get 1000W of input in a system 75% Efficient you will get 750W output.
If the energy imput is just 100W, the SAME EFFICIENCY will output 75W.

Efficiency is relative not absolute.
