The non-military service stuff was retcon by Heinlein. The book is absurdly pro-military, pro-death penalty/corporal punishment as a way of ensuring order and the whole “military service as a prerequisite to voting instituted after a rebellion of veterans (implied paragons of civic virtue)” is pretty damn fascist.

Read the reviews from when this came out. Virtually every film critic failed to notice that this movie was anti-fascism and consciously satirizing fascist propaganda. If you get your hands on a copy of the DVD with commentary, PV discusses his bafflement at this mass failure of critical understanding at some length.
