Considering that the U.S. Constitution (the coffee stained document not the battleship) permits organizations to peaceably assemble and make their own rules (cf, a militia) I’d say they stand a 50/50 chance of winning (either they win or they lose). Should be interesting to follow from a Civ-Pro perspective.
