Sounds like someone could theoretically build a bot that requests homes on random popular streets to be blurred across the country and those streets would never be updated.

Even back in the day most people didn’t play the DLC maps only because there weren’t too many people on them. In the years since the release of the game, they gave away most of the maps I believe for holidays/special events. But yeah, if you’re just now jumping in it you would have missed those.
