It's never established how many Khals or bloodriders there are, but the *vast* majority of the Dothraki are not in either of those groups. Khal Drogo had a really big Khalasar but even he only had three Bloodriders. I kind of thought that at least SOME of the Bloodriders were in the temple when it burned.
