Guided access (in iOS 6 beta) and restrictions (already available) have this pretty well covered. It would also be fairly trivial for Apple to bring over multiple user accounts from OS X (people tend to forget iOS and OS X share the Darwin kernel and most libraries, iOS really is OS X with a different "skin").

Someone didn't read the article. The dock was created in 1989 by Steve Jobs' company NeXT, and when he went back to Apple he brought NeXT patents and ideas back with him.
