You are aware most places have stopped testing or are only testing their hospitalized populations. More over testing involves shoving a swab all the back of the throat and is libel to show false negatives if not properly conducted.

Even doing emergency managment you have to have some sense of a reasonable number. Panic is not a positive attribute in an emergency planner.
