Because Anime Limited were refused permission to distribute screeners for the BAFTA Awards in the UK. The production committee are afraid of a screener copy being leaked on the internet, and as pretty much everyone know by now Oscar screeners always leak.
The panellists never received screeners for Your Name, the production committee refused to allow any to be distributed.
