I was having connectivity issues with summoning and thought it was something I was doing. Nope, there's an actual in-game reason for it. This fucking game and it's secrets, man.

There are two NPCs you meet that sell you pyromancies and sorcery spells. the pyro guy you meet pretty early on. I know you want to go spoiler free, but you might want to look into that in order to get some better spells. You'll need them come the end of the game.
