You're forgetting that many urban workers arrive from the countryside, essentially 'forced' out as multinationals restructure the economic opportunities there (with the assistance of an autocratic government, of course).
Had the problem for many years. Now I always double sock, summer/winter, with a sport sock underneath and whatever on top... has worked like a charm. I also found that quality leather shoes seem to make a difference (and you'll spend less on shoes while keeping feet very happy).
