Exact same thing happened to me this morning except i was already sitting in the merge as traffic was fairly heavy and a 18 wheeler comes up and decides to just pass me.. You my friend are incorrect!! it makes a HUGE difference, 30 minutes on a level 2 charger which they are give you a good 10-15 miles depending on the car (4 hours will charge up the whole battery pack) and EV parking are also considered a privilege like carpool lane access and free metered parking in some cali cities.
