Ehh, that would be difficult. Remember when all the Saiyans joined hands to turn Goku into Super Saiyan God? Pan is considered a Saiyan in that episode. If she is “Saiyan” enough to make Goku a god, she should be able to go Super Saiyan.

I would expect Pan to be able to go super saiyan. It seems like she could, but Toriyama never drew her in that form because he “didn’t know how she should look like”.

Toonami is the reason why I got into anime. So glad I was about to experience it back when it started. If any newcomer wanted to get into anime, I recommend them the shows that aired on Toonami, plus other blocks like KidsWB, Fox Kids, etc.
