Your 15A circuit will have two breakers. One at your generator and one at the panel. That is unless you hook the generator up directly to the panel feeds.

This is absolutely right. When done properly, as you point out above, it’s perfectly safe. I will also add that if you have a short suicide cord, you can put distance between the house & generator with a thick gauge extension cord. Even 110 volt can be done safely, if done correctly.
