How reliably does it randomly stall? Intermittent problems are the worst.
The tricky part is that the max charge rate and range are both related to the battery size. How much energy you can shove into a battery is a function of the battery size, and that’s why all of the charging stats are “20 minutes to 80%”, and not about how much range they can charge in 20 minutes.

Your math doesn’t work. 12 amps cannot charge at twice the rate of 8 amps. If you get 4 miles per hour at 8 amps, you should expect 6 miles per hour on 12 amps.
You’ll get about 30 miles of range charging overnight on 110.
What they did is more practical than it looks on paper. They were $20k $14k (corrected) underwater. There is no magic way to erase that. They owe that $20k $14k to someone regardless of their next steps.
