I mean, it probably is because people got older. Pokémon is primarily a kid’s game so it is going to be kept simple and straightforward, but also there’s no real need to innovate too much because as the current audience grows up there’s a younger one new to the franchise coming out.

I agree, but I found MK11's brutality system (that built on an MKX brutality patch I think?) to be very satisfying. The abruptness of using a normal move and just popping off an opponent's head while the screen dims is so satisfying
