As much as this is the right answer, qualified immunity is a thing. This is why you can sue the department, and then the taxpayer pays for it rather than the racist shitbag that deserves to pay. It’s very, very difficult to get qualified immunity removed so you can sue a police officer directly.

I’d imagine as long as they slap the “For Off-Road Use Only” sticker on the manual trans kit they’d be in the clear. I can buy any number of components for my car that violate federal law but that sticker seems to solve all those issues.
