They do most of their off-net stuff through an agreement with AT&T from 2003. TMob still has to pay AT&T, so even though you are unlimited, it behooves them to limit you when you are on a roaming network.

Your data plan is only unlimited on the TMobile network only. So it effects everyone. Just because you arent seeing it on your bill, doesnt mean they arent tracking it.
