The law (which I disagree with the way its written) would not seize a website, it will just turn off access to it from the US. Therefore, will not effect any content outside the US (theoretically). If I read this right, it will only effect access to sites outside the US and inside the US (potentially) that violate existing copyright rules. This will not change your lawful access to the internet at all.
