I think there are a lot of narrative reasons why the Reboot would choose Vulcan over Betazoid. You can't destroy Earth. Spock is your second lead. Spock is our entry to even caring about Vulcan. Etc.

Yeah, my impression of the episode is that Garak didn't really try very hard to forge the documents. He always had plan B (for Bomb) in mind, and the confrontation later in the shop is Sisko realizing that Garak played him as easily - or even more easily - as everyone else they played in this episode.

It's one of the few moments in the show that you buy she has the memories of an 80 year old top diplomat in her belly.

That's exactly what happens.

I'd argue that it's the clearest evident of Garak's ability to become an amoral weapon at the drop of the hat… but I think only because this episode works on the idea of Sisko deploying Garak directly. Garak came damn close to blowing up the Great Link, after all.
