In Detroit, Hamtramck, or Highland Park, a barrel doesn’t mean anything was being worked on. Like I said in my comment, there are barrels around the pothole/sinkhole I described, and they’ve been there for almost (if not over) a year without one second of work being done to the hole beyond putting the barrels there.
