I’m still not understanding the logic. You can make all the roadways you want. It will inevitably invite more people to live in a smaller area which in turn will invite more vehicles which will cause more traffic. Adding more lanes or a tunnel is a short term fix.

I’d guess that the work needed to make a reactive AI in a turn based single player game is the problem. A multiplayer with no AI component just requires some physics, no decision or strategy needed on the programming side.
