Frankly when you do a "Beta" test you do not make it a one hour demo. If you want people to test it you select a few and give them access for a good amount of time to find problems

It's totally understandable. Someone foundor stole and iPhone and decided to make a quick buck selling it to amazon. They (or Apple) made sure the hardware worked and shipped it. I doubt they tried activating it on Verizon before hand. Honest mistake and they said they would take it back.

Actually the way the UK works is tax is included in the price so without tax the price is around $500 in the US and as the price in the US is usually lower we can expect it to come around $400. Google has no problem with undercutting the competition (See Nexus 7)
