I think it’s primarily applying to the Google Chrome app allowing the developer to have a Chrome tab directly in their app rather than launching the app itself.
This means you won’t always have to see that infamous “Open With?” menu option.
That may be, but unfortunately without it, it would allow the driver to do so as well. It’s more about ensuring safety than responsibility.
